Catherine ‘Cay’ Montgomery attended Howard University. She studied Commercial Law at the University of California Extension in San Francisco. She also earned an AS Degree in Public Affairs from the National Institute of Public Affairs in Washington, DC. Montgomery moved to San Diego in 1950. There, she had an extensive career. Her career included serving as Fair Employment and Housing Commissioner for the State of California. She was a lifetime member of NAACP, National Council of Negro Women, Inc., and chair of the Emerald Hills Neighborhood Council. Montgomery initiated and coordinated the Drive for a new Valencia Park branch Library in 1988. She administered the Tech Fund to provide technical equipment and technology. The library was newly renovated and named Malcolm X Library and Performing Arts Center. It opened in 1996.
