Sheila Hardin earned a Masters Degree in public administration from Wayne State University in Detroit, moved to San Diego 1981. Harden was the founding manager of the Centre City Development Corp (CCDC) originally on ‘F’ street. She played a pivotal role in creating the CCDC’s annual San Diego Multicultural Festival. The festival marked its 12th year in January 2010. It had more than 20,000 participants. Hardin received recognition over the years from the African-American Business-Woman of Vision. She was awarded its Woman of the Year award in 2006. The Girl Scouts council of San Diego and Imperial counties also honored her. She served on the boards of The Catfish Club and the San Diego Repertory Theater. Sheila was 1990 – 1991 President of the Friends of the Valencia Park Branch Library. The Valencia Park Branch Library was renovated and named Malcolm X Library and Performing Arts Center and opened in January 1996
